"Members of the Senates, Distinguished Guests, Citizens of Korros, I speak tonight of a new chapter for our Empire. In the last decade we have progressed from a war-torn nation struggling to recover to an Empire that stands as a colossus in the world. We have reaped the benefits of victory and perserverance. But we are not a nation known for sitting still.

That is why tonight I'm announcing the beginning of plans to leave the Earth, and enter the stars. Today I entered a claim to the entire asteroid belt with the Yggdrasil Cosmic Association. As I am unaware of any competing claims, I expect swift approval. In anticipation of this, I have ordered the construction of a space port complex which will eventually allow regular transport to our offworld colonies.

Other nations have made claims to the solar system, yet we have seen little actual progress. But where these nations have fallen to sloth and incompetence, we shall show innovation and purpose. As such, Korros will propose a motion to the Yggdrasil Council that any nation that does not back up its astral claims within a reasonable timeframe surrender its claims. If a nation will not advance the progress of humanity, their backwardness cannot be allowed to hinder those who are destined for the stars.

However, we recognize that some will put their money where their claims are. As such, we propose a joint effort to terraform Mars for colonization. Many nations have made claims on Mars, but there has been no terraforming projects, which could massively increase the number of colonies. I propose an international effort to terraform Mars. This will allow an estimated twenty-five zones for colonization. This should allow at least one claim per nation who supports the project. As the initiator of the project, I feel it is fair that when the time comes, Korros be given two of these sites.

We can also make our space program more efficient by developing the necessary infrastructure in less developed nations lacking the wealth or technology to build a space program.

In the Norse religion, rainbows are gateways between our world and those of the Gods. As such I have named this directive the Rainbow Initiative, as the program shall be a gateway between planets and our fellow nations.

Be ready, Korrosan brethren. It's time to lead the way once again."

The Emperor descends from the podium to thunderous applause.

The Imperium declared the opening of the Space Port Terminal on New Aleria today. Currently, only one port is operational, although the Imperium eventually plans to build 3-5 ports in the Terminal, allowing for multiple, regular launches. The government also announced that it will set aside 1% of this year's GDP for the eventual terraforming of Mars. The funds will be placed in the Korros Central Bank until the terraforming is approved.

In the future, Korros is slated to build a "space life sciences research center" which will help study ways to improve mankind's survivability to space travel and colonization. After this, construction on the eventual spacecraft that will take colonists off-planet will occur.

The Emperor has shown a recent interest in jump starting a space program which has focused in recent years on satellite launches and orbital missions. He has put in a claim for the entire Asteroid Belt, and Foreign Minister Maeda recently broke protocol at a Yggdrasil Union meeting to propose a law that vacates derelict claims and supports the Mars Joint Terraforming Project [MJTP]. The MJTP may also cause a stir, as it implicitly ignores previous claims to Mars.

The Federal Empire of Korros is placed to announce the start of operations in the Astronomical Life Sciences Research Center. The facility is dedicated to improving the ease and viability of space travel. The current programs in the facility include:

-Cybernetic Augmentation Program (CAP): using cybernetics to increase survivability in space and on other planets

-Biological Tolerance Program (BTP): using genetics and medical procedures to allow humans to adapt to the environments of other worlds

-Life Systems Research Program (LSRP): developing new life support systems and equipment for space travel and colonization

-Structural Engineering Program (SEP): developing structures to support life in inhospitable environments

-Terraformer Engineering Program (TEP): advancing terraforming capability through a variety of methods

Korros is beginning construction of the Questor-class colonization vessel. Each vessel will carry 500 settlers to their intended destination. The vessel is a single-use platform, designed to be modular with the specific intent of being cannibalized by settlers to help construct their colonies. Three vessels are currently in production, with at least ten expected to be produced.

The Imperium is also researching a reusable vessel, tentatively referred to as the Pilgrim.

Korros has confirmed the successful launch of Questor 1, the Imperium's first colonization vessel. Aboard are 500 scientists, engineers, and settlers. The launch occurred from the New Aleria Space Terminal at 9:45 PM local time. The vessel is destined for Ceres, a dwarf planet that is the largest body in the Asteroid Belt.

The Questor I has successfully landed on the dwarf planet of Ceres in the Asteriod Belt. The settlers of begune to disassemble the Questor I to make the permanent colony.

Korros has announced the launching of the Questor 2 early this morning. The ship is identical to the Questor 1, but is destined for the second largest asteroid in the belt, 4 Vesta.

The Rainbow Initiative is officially announcing the construction of the remaining Questor series vessel, 4 through 10. This follows the successful landing of the Questor 2 on 4 Vesta.

Dr. Inewe, head of the Rainbow Initiative, announced today the completion of the second port in the Space Port Terminal at Yazd. Construction was delayed by the launchings of Questor 1 and Questor 2. However, the third, forth and fifth terminals can now be constructed without delays as they will be far enough away from the launches.

The Imperium announced two important incidents today. The first is the launching of the Questor 3, destined for Pallas on the asteroid belt. The second announcement was that the Pilgrim program, designed to develop a reusable space vehicle for regular trips, has been approved for its trial run. Dr. Inewe heralded the announcements as "proof that Korros represents the forefront of astronomical and technological progress."

Korros has made it's first dual launch, with the Questor 5 and Questor 6 launches. The vessels are heading towards 704 Interamnia and 511 Davida respectively. Questor 4 is still en route to 10 Hygiea.

In other news, a source in the Rainbow Initiative said that the Empire's future Martian colony will be named Tharsis or Korrosan Tharsis.

Questor 5 and 6 have both reported successful landings on 704 Interamnia and 511 Davida, repectively. Questor 4 previously reported successful landing on 10 Hygeia.

Today also witnessed the launch of Questor 7, destined for 52 Europa. With this, Korros will have successfully colonized the entirety of the Asteroid Belt. Dr. Inewe indicated that Questor 8 through 10 will be sent to bolster the colonies on the larger asteroids. He stated that the Questor series may be extended. As is, a variant series called Seeker, similar to the Questor vessels but automated and designed to exclusive carry cargo and supplies is planned. Dr. Inewe also said that the Pilgrim series, a resuable transport vessel, has successfully achieved orbital tests, and may be operational soon.

A recent discovery indicating that 15 Eunomia may be capable of colonization has caused a shift in the mission of Questor 8. The recent change was made after improved mapping indicated the asteroid had both the area and the mass to allow for effective colonization. Other asteroids such as 65 Cybele and 87 Sylvia were discounted because they were speculated to be largely porous, lack enough solid mass to colonize. Questor 8 will be launched in the near future.

The Rainbow Initiative also announced that the Questor series will be continued up to Questor 15. The remaining Questor missions will be to bolster the populations on Ceres, Pallas, and Vesta. The variant Seeker series was also cleared for 5 one-time use vessels. The Seeker vessels are expected to provide a still-undefined "inter-asteroid system" to all interaction between colonies.

Today saw the launch of Questor 8, destined to reach Eunomia 15 with its complement of 500 settlers. With this, Korros will have completely colonized the Asteroid Belt.

In a further development, construction on the Space Port Terminal at Yazd has finally been completed. This will enable up to five simultaneous launches per day.

Today witnessed an amazing sight, as the Rainbow Initiative successfully achieved the world's first simultaneous quintuple launch from the Space Port Terminal in Yazd. The vessels Seeker 1, 2, 3, 4 & 5 launched today, destined for the Asteroid Belt. Seeker 1 & 2 will break up in the belt to provide intercolony transports. Seeker 3 will serve as a communication network. Seeker 4 will function as a storage, repair & emergency network. Seeker 5 will function as a short-range defense network to destroy or redirect potential collisions in the belt.

"Members of the Senates, Distinguished Guests, Citizens of Korros, five months ago this very day, I spoke to you of a dream. A dream so grand, only the Korrosan could envision it. A dream so grand, only the Korrosan could achieve it. Tonight, I am here to tell you that dream has been realized."

Applause and cheering erupts throughout the chamber. A standing ovation sweeps across the attendees. The Emperor holds up his hand to quiet the chamber, which returns to silence after several seconds.

"This dream did not come easily. Indeed, it was as challenging as it was inspiring. But where others would turn away from the dream in cowardice, or their efforts collapse in failure, Korros has triumphed!"

More applause and cheering sweeps the chamber. The Emperor again gestures for silence.

"Our dream was to be the vanguard of progress. To be the nation that propels humanity to the next level. To bring life to Mars. To put settlers in the cosmos. To transform space colonization from whimsical aspiration to scientific fact.

Let Yggdrasil and the world hear us! We have terraformed Mars! We have colonized the Asteroid Belt! We...have just begun!"

The Emperor once again has to quiet the crowd. Interspersed through the cheering are chants of "Korros rises!"

"Our nation has carved out a spot on Mars, a region known as Tharsis. We will send settlers to colonize this claim, and to spread Korrosan culture and prosperity to the Red Planet. This colony will include a Space Port Terminal, and we will create a regular transportation route, traveled by our Pilgrim vessels. This will also link up with our colonies on Ceres, creating the greatest transportation system in history.

The Emperor preemptively raises his hand for silence.

"We will also pursue other claims throughout the solar systems. The outer solar system has yet to feel the glorious warmth of Korrosan civilization. I will ask Dr. Inewe to begin thinking of ways to rectify this." (sporadic laughter) "In addition, we will begin construction of a drive gate system in the Asteroid Belt. This will allow for quicker travel to the Outer Planets, for us and our allies.

In closing, I want to share this thought with all who are watching: Twenty years ago, the Korrosan were in bondage. Ten years ago, we were struggling to rebuild our nation. Today, the Federal Imperium of Korros is an interplanetary empire. What will we be tomorrow? What shall our children be?

May the gods bless you all. Korros rises!"

The Emperor descends from the podium as thunderous applause fills the chamber. The Emperor becomes lost in the throngs of senators, military officers, and assorted dignitaries attempting to shake hands with him.

The Rainbow Initiative confirmed that it was preparing a mission to the asteroid belt in order to construct a jump gate system. This system will facilitate travel to the outer solar system and beyond.

Additonally, Korros has announced the successful construction of Pilgrim vessels 1 through 5.

Today witnessed the launch of Pilgrim 1, the first multiple-use large space vessel produced by Korros. The vessel is heading towards the Asteroid Belt on a mission to provide jump rings for the planned gate system.

Dr. Inewe stated that the mission was vital for the exploration and settlement of the outer planets. It is uncertain where the other jump rings will be placed, but it is expected that Orcus will eventually be integrated into the system.

The Pilgrim 1 reached the Asteroid Belt earlier today, releasing it cargo, building materials for the jump gate system. Additionally, an assembly crew will stay in space, supported by the settlements already established by Korros.

An amazing site today from the Space Port Terminal, as the Pilgrim 1 through 5 took off, headed towards Mars. The vessels will land with a combined total of 2500 colonists, plus supplies. This will form the core of the Korrosan settlement.

The Imperium also announced it would expand production of space vessels, but did not elaborate.

Space vessels Pilgrim 1, 2, 3, 4, & 5 successfully landed today at the Space Port Terminal, returning from their flight to Mars. The 2500 settlers are constructing their new colony on Tharsis. In the wake of this success, the Imperium announced that it has slated the expansion of the Pilgrim series to number 16. Given that it takes 4 days to travel to Mars, this means Korros intends to eventually allow for two trips to Mars every day, bringing 1000 new colonists every day.
